Your PSA birth certificate is required if you are applying for a passport for the first time. Sometimes, the DFA also requires it when you are renewing your old passport especially for female applicants who will be shifting from their maiden last name to their married last name. But what if you do not have a birth certificate to present to the DFA? You tried to ask for a copy from the PSA (Philippine Statistics Authority) but apparently, they do not have your birth certificate on record. Will you ever be able to get a Philippine passport?
Here’s what you need to do:
- First, determine the applicant’s year of birth, whether he or she was born after 1950 or before 1950.
- If the applicant is born AFTER 1950:
- File for late registration with the Local Civil Registrar (LCR) or Consular Office with jurisdiction over the place where applicant was born.
- Submit the original copy of the PSA authenticated late registered Birth Certificate and IDs that predate the late registration or current IDs with NBI Clearance.
- If the applicant is born ON or BEFORE 1950:
- Submit original and photocopy of PSA Authenticated Certificate of No Birth Record and Affidavit of Two Disinterested Persons attesting to the identity of the applicant.
- Include photocopy of IDs of the Two Disinterested Persons indicated in the presented document.
- If the applicant is born AFTER 1950:

Best na hintayin mo na makuha ang birth certificate mo before you apply for a passport. Lalo na at late registration pa ito.
