Solo Parents May Now Use the DFA’s Passport Priority Lanes

Good news for all Solo Parent ID holders!

The Department of Foreign Affairs (DFA) confirmed that solo parents, with a valid Solo Parent ID, will now be prioritized at the passport application lanes.  If you are a Solo Parent ID holder, you no longer need to set an appointment online to apply for or renew your Philippine Passport.  You can simply visit any DFA branch as a walk-in applicant; as long as you have the complete set of IDs and other requirements, you will be attended to right away.

In the past, only OFWs, Senior Citizens, PWDs, pregnant women, and minors are welcome to take advantage of the priority lanes set by the DFA.  The list has become delightfully longer with Solo Parents included in it.

How do I get a Solo Parent ID?

Unlike your Postal or Philhealth ID, the Solo Parent ID may only be granted to qualified applicants.  This means that not all solo parents can qualify for the ID and its accompanying benefits and privileges.  One has to qualify based on the standards set by law.

According to RA 8972, a solo parent is:

  1. Left solo or alone with the responsibility of parenthood due to the following circumstances:
    • Death of spouse.
    • Spouse is detained or is serving sentence for a criminal conviction for at least one (1) year.
    • Physical and/or mental incapacity of spouse as certified by a public medical practitioner.
    • Legal separation or de facto separation from spouse for at least one (1) year, as long as he/she is entrusted with the custody of the children.
    • Declaration of nullity or annulment of marriage as decreed by a court or by a church as long as he/she is entrusted with the custody of the children.
  2. Unmarried mother/father who has preferred to keep and rear her/his child/children.
  3. A woman who gives birth as a result of rape and other crimes against chastity even without a final conviction of the offender, provided the mother keeps and raises the child.
  4. Any other person who solely provides parental care and support to a child or children.
  5. Any family member who assumes the responsibility of head of family as a result of the death, abandonment, disappearance or prolonged absence of the parents or solo parent.

If you wish to apply for a Solo Parent ID, you may proceed to your designated barangay hall or directly to a DSWD office in your area.  Your financial status is part of the evaluation, so make sure to bring a copy of your ITR; if you are a stay-at-home parent, the DSWD worker should be able to identify what document you can file in place of an ITR.

Prepare a copy of the PSA birth certificates of your children as well as any other document that could attest to your status as a solo parent (annulment papers, spouse’s death certificate, etc.).

Your documents will be evaluated by a social worker; it could take up to 30 days for your ID to be issued.  The Solo Parent ID is valid for one year and is renewable.

      Certificate mula sa city hall po ba na nagsasabing nag apply ng solo parent ID yung applicant?

    1. Hi Jeralyn,

      The solo parent privilege is access to the express lanes of the DFA. Meaning, you no longer need to get an appointment online; you shall be prioritized at the DFA once you get there and are able to show them your SOlo Parent ID.

      However, your Solo Parent ID does not exempt you from paying the passport fees. Whether you are a solo parent or not, you still have to pay the passport fees.

  5. Hello! Solo parent po ako, mag rerenew sana ako ng passport, kelangan ko pa po bang isama ang baby ko kahit na ako lang nmn ang kukuha ng passport at hndi cya?

      Kung hindi naman yung baby ninyo ang ikukuha niyo ng passport, huwag niyo na pong isama.

      May courtesy lane for solo parents, basta dala niyo po ang valid Solo Parent ID ninyo.

      Basta’t updated at valid ang Solo Parent ID mo, pwede kang mag punta sa kahit na anong DFA branch office at maaari mong gamitin ang priority lane para sa mga Solo Parents.

  6. I am a solo parent and I have my valid solo parent ID, I will renew my expired passport this year together with my 11 and 14 yr old sons. Kasama po ba sila sa courtesy lane (because they are minors) kapag magrenew kami? Thanks.

    1. Hi Alicia,

      Although minors sila, hindi na sila pwede sa courtesy lane ng DFA.

      You can ask the DFA kung papayag sila na isabay mo na sila sa courtesy lane for Solo Parent ID holders.

    1. Hindi na kailangang dalhin ang inyong anak kung hindi naman siya kukuha ng passport. Just bring your ID as proof that you are qualified to use the courtesy lanes of the DFA.

      Kung may valid Solo Parent ID ka (ibig sabihin hindi expired), enough na yun as proof na single parent ka and you should be allowed the privileges and benefits of a solo parent.

      Exempted ang Solo Parent ID holders sa pag kuha ng passport appointment. Kailangan lang valid ang Solo Parent ID. Ibig sabihin, hindi siya expired.

      Ang Solo Parent ID ay pinapa-renew yearly.

    Sir/Ma’am, almost 7yrs na po kami hiwalay ng mister ko but not legally separated. Wala na din kami communication. May isa kami anak under my custody hindi po ba pasok ako sa list para maka avail ng solo id parent. Talaga po bang mag based sa ITR para ma aaproved? Thanks…

      Actually, it’s more of based sa living status ninyo ng mga anak mo. Pwede kang mag inquire sa DSWD, para ma-evaluate nila ang sitwasyon mo.

      The Priority Lane at the DFA is exclusive for:

      1. Children 7 years old and below accompanied by one parent.

      2. Senior Citizens

      3. PWDs

      4. Pregnant women

      5. OFWs

      6. Solo parents with valid Solo Parent ID.

      You need to take your child with you because personal appearance of applicant is a basic requirement of the DFA.

      Whether his passport is expired or not.

      Ang kailangan mo lang ay ang valid Solo Parent ID mo. Ang ibig sabihin ng valid ay dapat naka date sya this year o hindi pa lumagpas ng isang taon mula ng ma-issue ito sa iyo.

      Kailangang ma-renew ang Solo Parent ID mo yearly.

      Ang priority lane ng DFA (Aseana) ay para lamang sa 7 years old and below na mga bata. Kung mahigit 7 years old na ang mga anak mo, kailangan na nilang magpa appointment.

      Ang solo parent privilege sa priority lane ng DFA ay para lamang sa ID holder, hindi po sa mga dependents.
