We all know that raising a family is a feat in itself, what with the demands of children’s basic needs: food, shelter, clothing, and education. If you have a child, you are well aware of the sacrifices a parent or parents have to make in order to provide the best possible subsistence to your family. You literally forget about yourself and focus on how you can build a stable future for your children.
How much more if you are a solo parent doing all these things?
The good news is that qualified solo parents may now take advantage of government support to augment their means of providing for their child/children.
In our feature post today, we will focus on the Solo Parent. Who is he/she and how can he/she take advantage of the said support, by virtue of RA 8972?

A solo parent, as defined by RA 8972 is:
- A woman who gives birth as a result of rape and other crimes against chastity even without a final conviction of the offender: Provided, that the mother keeps and raises the child;
- Parent left solo or alone with the responsibility of parenthood due to death of spouse;
- Parent left solo or alone with the responsibility of parenthood while the spouse is detained or is serving sentence for a criminal conviction for at least one (1) year;
- Parent left solo or alone with the responsibility of parenthood due to physical and/or mental incapacity of spouse as certified by a public medical practitioner;
- Parent left solo or alone with the responsibility of parenthood due to legal separation or de facto separation from spouse for at least one (1) year, as long as he/she is entrusted with the custody of the children;
- Parent left solo or alone with the responsibility of parenthood due to declaration of nullity or annulment of marriage as decreed by a court or by a church as long as he/she is entrusted with the custody of the children;
- Parent left solo or alone with the responsibility of parenthood due to abandonment of spouse for at least one (1) year;
- Unmarried mother/father who has preferred to keep and rear her/his child/children instead of having others care for them or give them up to a welfare institution;
- Any other person who solely provides parental care and support to a child or children;
- Any family member who assumes the responsibility of head of family as a result of the death, abandonment, disappearance, or prolonged absence of the parents or solo parent.

Narito ang listahan ng mga requirements for solo parent ID:
Ang applicant para sa Solo Parent ID ay kinakailangang magdala ng sumusunod na mga documents sa kanyang City or Municipal Social Welfare and Development office:
1.Barangay Certificate na nagsasabing ang Solo Parent applicant ay nakatira sa barangay na iyon within the last six months.
2. PSA certificates:
a. Birth Certificate of child/children
b. Kung ikaw ay biyudo/biyuda, Death Certificate ng yumaong asawa.
c. Iba pang dokumento na maaaring gamitin bilang suporta sa iyong application.
3. Income tax return o kahit na anong document na magpapatunay ng income level ng solo parent.Kapag nakumpleto at nai-submit na sa Social Welfare and Development office ang mga documents, ang social worker na tumanggap ang syang magre-register ng application.
Bibigyan ang aplikante ng case number mula sa log-book ng Registry of Solo Parents.
Ang iyong ID ay matatanggap 30 days matapos mong mai-file ang mga requirements. Ang ID ay valid ng isang taon at maaaring ma-renew kapag nag expire.
Hi gusto ko lang malaman kung totoo po ba ang balita about sa solo parent . Nag apply po kasi ako nito. last august 2020 po . Mag 5 months na po wala parin yung id at tulong mula sa DSWD . Sa tuwing pumupunta ako sa office nila lagi nila sinasabi na mag txt lang daw sila pero ni isang txt wala po akong natanggap. Sa tuwing pumupunta ako nakikita ko po sila na hindi naman busy panay chika lang . Sa yang po kasi malaki na sanang tulong yun para sa akin . Sana po masagot nyo ako. Or ma notice nyo po ako.
Kunin niyo po ang pangalan ng taong tumanggap ng application niyo for Solo Parent ID. Ireklamo niyo as Contact Center ng Bayan, tumawag po kayo sa 8888. Kung hindi po kayo makatawag, pwede po kayong magpadala ng email sa kanila dito:

Diyan niyo po i-report yung taong tumanggap ng application niyo at hindi na nag bigay ng updates.

Pwede ka namang mag apply ng I.D na yan may evaluation gagawin ang DSWD kapag nakita naman nilang dapat kang bigyan ng I.D mag kaka roon ka.

We are the employer of a Lady who is a single mother. We don’t have any problem if she has availed of the Solo Parent. That is her right.
The only problem is, she seems to be a lovable person such that, she is now again pregnant. Will this issue of being lovable disqualify her from being a solo parent?
I used the word “disqualify” because she doesn’t seem to care much about her 1st child as she allowed herself again to be impregnated.
To rephrase the question and be direct to the point; Are bitches or “putas” qualified for this solo parent benefit? (I apologize for using offensive words).

I get your issue and you have a point. Anyways a single parent who will apply for the said benefits will be asses before being qualified for the said program. This is done every renewal of the I.D (yearly). So in the case of your lovable kasambahay 🙂 it depends on the DSWD officer that will conduct the background check.

I already have the solo parent ID, am quite aware of the benefits as I have research from the website. I am more concerned of claiming the benefits, and/or the priority preference/ benefits for solo parents under RA 8972 since I have tried inquiring from TESDA how I could claim for educational assistance for my youngest child aged 17. From what I have known, there seemed to be no program for solo parents and their dependents as stipulated in the Solo Parent Act of 2007.
I also have a concern for the taxes deducted from my earnings from June 2012 to April 2014 as I have filed with the BIR my amended income tax return amounting to Php29,000 apparently due to the ignorance of the clerk in charge of our payroll even as I have insisted that I have exemptions being a solo parent, and then 3 dependent children, he kept deducting 10% of my earning per month. How can we be properly protected and assisted by law if advocacies like this just remain on paper and seldom followed?
I have inquired with BIR for the refund, but sadly the advise was not to expect any more since they say it should have been refunded by the employer every December each year, when the taxes should have been accurately computed against the taxable income. I am just left to hold grudge to our clerk at that time who also failed to arranged for our Pag-Ibig Fund contributions which I held the employer to refund.
The amount would have been of help for me to support my 3 college students with my meager salary. I hope to be able to relay to proper venue our need for support if the government is serious in helping us out.
May I seek legal help from your office or if you can refer me to other concerned government entities please.

Depende na sa DSWD officer na mag i interview sa iyo. sabihin mo yung situation mo ng maliwanag. May mga dokumento ka namang maipapakita diba. Naka sunod ba yung surname ng anak mo sa tatay nya?
may solo parent ID na po ako. i have 5 children, 3 nasa college ngaun. but sad to say 1 na lang ang qualified kc 1 na lang below 18. usually po makatapos ng college nasa 20s na, but d law states that 18 lang age ang qualified dependent, hindi kaya panahon na para i review ang law na yan?paano makakatapos ng college mahirap mag support ng 3 college.

Hi. Im a single mom of a 2yr old baby boy. Buntis pa lang ako, wala na kami ng tatay ng anak ko. At di din po kami kasal kasi mag-boyfriend girlfriend lang po ang status namin that time. When I knew na may iba syang babae nakipaghiwalay ako kahit buntis na ko sakanya that time. From that day totally walang communications and kahit na anong sustento from him. I raise my son alone.

Based on your situation, pwede kang mag qualify. Pero just to be sure, pumunta ka sa Municipal Social Welfare and Development office para ma-confirm mo. PWede ka na din mag apply ng Solo Parent ID mo doon. May Birth Certificate na ba ang anak mo? Kailangan mo kasi yun for the Solo Parent ID.

You can go over the qualifications as stated in the article. Kung may isa doon na kapareho ng situation mo, then you are qualified. Standby on Thursday, we will publish the benefits na pwedeng ma-avail ng mga qualified single parents at kung ano ang requirements sa pag kuha ng single parent ID.
