OFW Group Asks POEA: Reconsider New Rules For Exit Clearance

A Filipino migrant rights watchdog has urged the Philippine Overseas Employment Administration (POEA) to reconsider a new procedure for travel clearances for overseas Filipino workers (OFWs).

According to the Migrante-Middle East, POEA should first consult OFW groups and leaders on the procedure.

Meanwhile, the POEA Wednesday clarified that the one-day processing period for the overseas employment certificates (OEC) of vacationing overseas Filipino workers (OFW) is still in place.

In a one-page advisory Wednesday, POEA Administrator Carlos Cao Jr. said its previous advisory was only meant to provide OFWs management over their time by reducing the long queues at the POEA main office in Mandaluyong City.

“Further to POEA Advisory No. 30, Series of 2011, on the revised procedures in the processing of Balik-manggagawa (BM) or returning workers, it is hereby clarified that the existing one-day processing of BM documents is still in place,” he said.

Last week, Cao said new procedure for getting an Overseas Employment Certificate (OEC) that serves as a travel clearance for all OFWs would “allow to efficiently manage OFWs time in securing travel exit clearance by adjusting the processing time in two phases.”

Under the new POEA policy, all returning OFWs can submit the application and all the necessary requirements for securing exit clearance before the POEA for appropriate evaluation.
