CITY OF SAN FERNANDO, Pampanga, May 6 (PIA) — Department of Social Welfare and Development 3 (DSWD 3), in partnership with the National Statistics Office (NSO) and Department of Interior and Local Government (DILG), will officially launch today the free birth registration program for the children of Pantawid Pamilya household beneficiaries in Central Luzon in Barangay Babo Sacan, Porac, Pampanga.

Pantawid Pamilya regional information officer Jasper Nicolas said DSWD Secretary Dinky Soliman, NSO administrator Carmelita Ericta, and DILG Secretary Jesse Robredo recently signed a memorandum of agreement ordering all municipal and city civil registry offices in the country to waive the fees for the timely or late registration of birth of children of Pantawid Pamilya household beneficiaries for the entire month of May.

The basic requirements for birth registration as provided for in all existing civil registration guidelines shall be applicable for both timely and delayed registration applicants.

Nicolas added that with this program, children of Pantawid Pamilya household beneficiaries will now enjoy their rights to a name and nationality.

Derived from the Conditional Cash Transfer scheme of Latin American and African countries, Pantawid Pamilya is the strategy used by the government in order to raise the standard of living of poor Filipinos.

Financial assistance will be given to a maximum of three children per household who are 0-14 years of age.

A household with three qualified children receives a subsidy of P1,400 per month during school months (June-March) and P500 per month during non-school months (April-May).

This, as long as the beneficiaries comply with the program’s conditions that include the regular visit of the children in the health center to avail immunization and maintenance of a class attendance rate of at least 85% per month for those who are enrolled in day care centers or schools.

Grantees are selected through the National Household Targeting System for Poverty Reduction mechanism that uses the Proxy Means Test (PMT).

The PMT is an electronic formula composed of socio-economic variables that ranks and selects the household beneficiaries based on the household assessment form (HAF) filled-up during the enumeration.
